Jumpsuit Lou is an underboss in the Cannoli crime family, and is one of the least reputable names in Gulf City. if you need a little money in Gulf City, and are willing to get your hands dirty, Jumpsuit Lou is the man to see.

Jumpsuit Lou also seems to have some sort of previous relationship with Ghastly, as we hear him tell Ghastly in Season 0 “I expect you to know better by now!”. While not the closest underboss to Don Cannoli, he certainly has access and serves as an intermediary between groups like the Alt Fright and Fright Supremacy, and Don Cannoli.

In season 0 Jumpsuit Lou is also involved with a shady dealing and double cross to the Cannoli family with developer Walter Mondale, to skim money from the top of the new city contract granted by Mayor Illo (Also at the mercy of the Cannoli family, and arranged by Jumpsuit Lou) but his intentions may not be without cause, as we also learn about his wife, Lori; who seems to be in some kind of dire straights.

Lou is a man who needs a secretary to keep track of all his schemes. In season 0 we see how he manipulates the situation with the Mayor to both keep Ghastly and Richard Specter quiet, as well as play Walter Mondale against the Cannoli Family. Lou is a man who can think on his feet, but his ambition may be his greatest weakness.

Lou also runs his own crew in the Cannoli crime family, with his right hand man / errand boy, Johnny-Fuckin’-Stupid-Retard-Mouth. Not much else is known about Lou due to a combination of his paranoia, and his strange dialect that sounds like Italian, but probably is just jibberish.

Jumpsuit Lou first appears in season 0 episode 2, Sausage Sonata and employs AP and Ghastly for a quick job robbing the crusaders.  When things don;t go as planned this sets off the chain of events in season 0 where Ghastly and AP set off the explosions used as an excuse to issue the ghost ban.
