After a long fought and hard won election, which was definitely NOT influenced by ties to organized crime, Armando Illo was elected to the highest office in Gulf City, Mayor. Mayor Illo is a shining example of political expertise. He is charismatic, thoughtful, and above all, for sale and willing to do anything to protect his image.
It was during Mayor Illo’s term when Hurricane Harvey Keitel smashed into Gulf City, causing devastating damage and loss of life. Mayor Illo responded by declaring that the city would be rebuilt “better and stronger than ever before” and swore to dedicate every resource he had to Gulf City’s restoration. If for no other reason, this didn’t look good on him, being the Mayor that let Gulf City drown is a poor strategy for reelection.
With all eyes in the nation on Gulf City, neither the Cannoli Family, nor mayor Illo could afford any ties to one another, and therefore the extremely lucrative public works contract, that had resided in the hands of Cannoli owned businesses, was given to Mondale Monoliths, a front organization; in a deal brokered by Jumpsuit lou.
However, during the public works signing, a message was arranged for Walter Mondale by the Cannolis, who suspected they were being shorted due to Jumpsuit Lou’s secret cut he was splitting with Mondale off the top, which Lou had assured Mondale would go completely unnoticed. Jumpsuit Lou hired Ghastly and AP to bust up Mondale’s car, to avoid being the Cannolis being implicated, but instead, after some creative use of C4 by Fright Supremacy, the entire block was destroyed, and more attention was directed at possible ties between the Cannoli Family, and the Mayor’s office.
The Cannoli family blamed the attack on Fright Supremacy, and for good measure, convinced Mayor Illo to enact a 90 day ghost ban in Gulf City to silence Specter, Ghastly, and cover their tracks.
